Your tennant should never have bought a puppy if she wasnt aloud, you say she's a good tennant though and you like her, you could risk ending tennancy (which you can do with evidence) and moving in new remnants whom you may not like, or, you could tell her to get her act together, own the dog safetly, get it trained, and review it's behaviour after a period of time. As said before, I would personally opt for a further bond if she was a good tenant and if you are confident you can re-let again and find another good tenant
