it restarted my ipod and it keeps flashing the apple icon over and over for like 20 seconds at a time, nothing else happens unless i hold home and then lock for some time. The screen will shut off, and the device will disappear from iTunes Let go of the lock button, but keep holding down the home button for another 20-30 seconds (or until the iPod appears in iTunes again)

No they cannot the phone was tampered with and unless you put the internal water sensors back on, they will easily be able to tell it was tampered with. If you had simply said you were in the process of learning with the hopes of one day being competent enough I doubt anyone would have given you crap (although on here who knows...)
