I am not aware of any built-in transport rule or other automated solution that comes with Exchange that would add signatures to the same location as the ones defined in traditional Outlook profile signature definitions. You can now test the new rule by sending an email to anyone inside or outside of the organization and seeing the signature and disclaimer text automatically inserted by the Exchange server
