This patch should be one of honor to wear as it will signify to others by it mere appearance that the individual knows how to properly do a flag ceremony. I can attest with my extensive involvement in the trenches with youth across all programs that, as this stands without guidelines, some will abuse its wear (patch hounds), others will wear it with minimal or improper guidance, and MANY will ignore it because it lacks integrity in how it can essentially be worn by anyone

Collecting Temporary Patches Lastly, those temporary patches are often collected by other people and some are sold on eBay or traded with other Scouts such as at large gatherings like the Jamboree. Other Packs make the parents buy it as part of the uniform.After all beads are earned the Scout is done with their Tiger and after getting that Tiger badge (cloth badge) awarded and sewn onto the uniform, the bead hanging thing is taken OFF the uniform and put away as a keepsake or whatever.Hope this helps

Not policy This makes enforcement of anything hard to do, because a local Council can and have implemented their *own policy* using the Insignia Guide as the basis for their policy. The Scout Shop slides are notorious for sliding off, getting lost and most parents end up putting a knot underneath it which makes the ends poke out and therefor unattractive
